Penticton resident Joan Sheppard's security camera captured this footage at 10:09 p.m. on March 13 of a woman and her dog approaching Sheppard's property on Green Avenue and taking her welcome mat. This is the second time this mat has been stolen from Sheppard's property. Footage submitted
